

Sarah Bowman, Board Member
Ex Officio
Sarah serves as an Ex Officio consultant on the Council and is the Southeast Region Overdose Prevention Coordinator for the New Mexico Department of Health. Despite living with multiple disabilities, she remains deeply involved in advocacy, education, and local leadership. Her lived experience fuels her passion for helping others navigate care with confidence.

Mia Peacock, Coordinator
Mia is the Coordinator for the Eddy County Health Council and a nursing student at Southeast New Mexico College. She is dedicated to supporting community health through collaboration, outreach, and meaningful connection. Mia is passionate about health advocacy and promoting overall well-being for individuals and families throughout Eddy County.

Diaja Parker, Chair
Diaja is the owner of Poetry in Motion Ultrasound and brings over 26 years of clinical experience in sonography. After relocating to Carlsbad in 2020, she has remained committed to providing accessible, high-quality care. She joined the Health Council to further understand and meet the healthcare needs of the community.

Rocio Espinoza, Vice Chair
Rocio is the HSI Grants Director at Southeast New Mexico College. With a background in education and grant leadership, she is a strong advocate for student success, equity, and mental health. Her work reflects a deep dedication to empowering youth and strengthening access to education across Eddy County.

Tami Wacker, Secretary
Tami brings years of healthcare and nonprofit experience to the Health Council. She is passionate about serving the Carlsbad community and believes in the power of local partnerships to create lasting change. Her commitment to service drives her work in building a stronger, more supported Eddy County.

Raymond Dominguez, Treasurer
Raymond is passionate about education, wellness, and building strong communities. With a background in teaching and college access, he now serves as the Title V Activity Manager at Southeast New Mexico College, where he focuses on student success and inclusive initiatives. Outside of work, he enjoys hiking, gardening, and spending time in nature.

Tiffany Bailey
Tiffany is a Community Engagement Specialist with Molina Healthcare, serving southeastern New Mexico. With over six years of experience in community relations, she is passionate about whole-person health and hands-on advocacy. Her volunteer work reflects her belief in building a healthier, more connected Eddy County.

Amy Wright
Amy is the Executive Director of Eddy County CASA, where she works to ensure the well-being and safety of children in foster care through community-based advocacy.
